Lovely little piece - The balloon top is an emerald green jelly Lucite type topper.  There's tiny clear rhinestone crystals surrounding the middle pave set.  In the bottom of the basket are 4 very tiny rhinestones as well. High polished gold plate hung on a 20" chain. Lobster clasp - mint unworn condition.
