Description on both base says Celtic Quality Plate Made in England. Shaker - It measures 2 3/8 inches tall fully assembled. 1.25 inches in diameter. Cobalt blue glass insert with no chips cracks or flea bites. 2 minor dings on the cap - hope you can make them out. Is it a sugar shaker ? I think too many holes for salt. Powder ? No clue - only one I have. Open salt measures 1.75" across and 1.25" tall - same story as the shaker.
