That lighter mechanism measures 4.25 inches long. The gold middle I think is an actual drill bit. Seems to be brass with these shiny little diamond like bits embedded into it. It measures 1.75 inches across and the lighter slips down  into this pipe. See picture 4

The black top is some kind of plastic - could be bakelite or lucite? In this top there are 4 holes for cigarettes which I found to be pretty cool - there's a cross pattern inside that prevents the cigarettes from falling thru.

There is one minor flaw in this piece. In the black lucite there is a 1 inch crack inside one of the "dips" ? where a cigarette would rest. It does not affect the overall function of the piece. Since I can find no other to compare it to I don't know if this was a typical flaw or not. It does not go into the outside of the plastic and it is not loose. See picture 8.

The piece is signed B & B St Paul Minn USA - I'm thinking the base it aluminium - the entire thing weighs just under 2 pounds.

I'm not sure if this came from a company called Bigelow in St Paul or not. That company seemed to primarily make calendars. It was founded in the late 1800's and if I'm not mistaken it is still in operation today. I just couldn't pull up any other history on this item. It's hard to believe that there was only 1 of something made but I have looked over the years for another and never found one.

**a nice person messaged me and told me that he has one which he also thought was a one and only. His is engraved with a name of a Denver oil tycoon. He was a member of the Denver Petroleum Club. This organization is apparently still in business as a non-profit. Established in 1948.
